If I am correct with Tibetan sentence structures, it would look something like "Wikipedia:All languages should have གི་/ཀྱི་ articles གི་/ཀྱི་ list" or "Wikipedia:All Wikipedias should have གི་/ཀྱི་ articles གི་/ཀྱི་ list".
